The United States Patent Office was unable to give me any information on this Cuban patent, so I contacted Marilyn Callow at the British Library and this was her reply:

Hello Rich

Thank you for your message re. the above patent. Although the library does not hold Cuban patents, we do have the Intellectual Property Journal from 1906 to 1987. I did manage to trace the entry for Cuban patent 9869. Much later than you suspected however. The application was made on 19th March 1931 by Joseph Frederik Lamb, his assignees being Landers,Frary and Clark, the title in Spanish is 'Mejoras en tostadores de cafe' I checked the US name indexes from 1928-1936 and although several patents by J.F.Lamb, none corresponded to this Cuban patent application. The drum rotates one complete revolution every 40 seconds by winding up a very substantial clock like mechanism. The drum is made from copper mesh with bean deflector baffles for agitating the beans as it rotates. I had it running for over 20 minutes before it wound down.

The heating element is  Nichrome wire reminding me of early toasters. L F&C were major toaster manufacturers at the turn of the century.
